By the looks of some screenshots I've come across, it would appear that at one time the HUD (heads up display) had a different setup. It is actually very different, and it shows that some other things that may have been changed later, possibly the ability to use grenades at any time, regardless of what is in your left hand.

Here are some screens. They give a pretty clear picture as to what it was going to look like.

First of all, the eye power selection looks totally different, and I wonder was that yellow circle always displayed? I mean compared to how little of it we see now. Now my other point, the grenade icons on the bottom left that show up regardless of what is in your left hand.

Just in case you didn't notice them on the bottom left in the above pictures, I've just pointed it out for you. There are grenade icons under the ammo bar, it kind of looks like 3 out of 4. But anyway, in Rogue Agent now, there is a function mapped to every button, so this would make it impossible to have another button for independently triggered grenades. Though, I guess it is possible that there was a time when there was a free button, eliminating the ability of something else, but then again, it is still possible that this didn't change anything, for example, they could have just displayed the amount of grenades in your inventory, but still forced you to drop your left gun in order to use them. Really, no one can tell for sure.
